The Liberian National Police is responsible for maintaining law and order in Liberia and is the primary law enforcement agency in the country. LNP responsibilities include

History of Liberia National Police Rank

Following the Second Liberian Civil War, the process of rebuilding the police force began in 2004. The police component of UNMIL (UNPOL) identified 5,000 individuals who claimed to be members of the LNP. Most of them were not in uniform, and none had received payment for the past few years.

They had survived mainly by extorting bribes from the public. Only the traffic division had smart uniforms and could be seen on duty, as their position made it easier to impose illegitimate fines on motorists. UNPOL and Liberian police leaders worked together through the Rule of Law Implementation Committee to recruit and deploy an initial interim force of 400 former local police officers. 

These officers worked alongside UNPOL to drive out former combatants and retake police stations in Monrovia. Additionally, they implemented UN Quick Impact Projects, including the reopening of police sub-stations, taking over roadblocks, and constructing new mini-stations, to aid in the rebuilding of the police force.

According to a report by the International Crisis Group in 2011, more than 4,000 officers have been trained, including the armed Emergency Response Unit (ERU) and the specialized Police Support Unit (PSU). Out of these officers, only 623 (15%) are women. 

Despite this, the ratio of officers to population is 1:850, and with 65-70% deployed in Montserrado County alone, there are clearly not enough officers to cover the whole country. The ERU was established in 2008 to combat an increase in armed robbery, and it currently appears to be functioning efficiently. 

However, based on revised needs assessments, it currently has only 344 officers instead of the originally targeted 500. The PSU is expected to have 600 members by December.

Also note that the Liberia National Police (LNP) ranked as the 16th best police force in Africa, while Ghana, Liberia’s neighbor, ranked 8th.
